[alfa] Starting Problem

My windshield wipers recently stopped working, so I decided to track
down the problem today.  I opened up the front of the car to expose the
wiper motor and also opened the center console to check the wiper
switch.  In the process of opening the center console I found a
collection of disconnected wire.  I poked around a little and could not
find the problem with the wipers, so I put everything back together and
went to start the car.  When I turned the key to turn over the engine
all I got was a buzz from behind the dash.  It does not sound like a
short, but like a warning buzz.  I have no idea what the buzz is trying
to tell me and therefore have no idea where to look to try and solve the
problem.
