Actually I've known quite a few people that have had this problem...myself
included. In my case, as well as the others, the pump doesn't shut off when
its close to full, it actually shuts off all the time. I believe it was Brian
Shorey who had the mechanical workaround. Here is my tactical workaround ; )
I use to hold the handle and rotate it far enough around till it wouldn't shut
off. Doing this I got a full tank almost all the time.
I don't think its considered "topping off" when you're trying to get your gas
tank more than 3/4 full.

I would say you have a 99% chance that you are giving yourself a big
problem where only a small one exists. My '87 Silver never registered
"full" either. I tried to get it fixed and concluded it was the gauge
but it wasn't easy to replace and I didn't care enough to pay someone to
spend hours on the problem in the hope of curing a minor irritation
If you are topping off (illegal in Cal) and are not being able to put
much more in, why not believe that the tank's pretty well full? The
physical evidence is there. It's always possible that someone has filled
the tank up with mouse balls or whatever but you can be fairly sure it's
not the tank but the gauge and/or sender which is going to be inaccurate.
If you insist on knowing, the manual will tell you the capacity of the
gas tank (IIRC 16.5 galls?) and you can run the car nearly out of gas
and see how much it takes to fill it again. If you can get 15-16 galls
into the tank then you know the gauge is wrong because 3/4 x 16 = 12.
