Packard in line fuse holder in 92 Spider?

under dash right above fuse box. 10 or 20 amp fuse, one +/- 10-gauge red
wire running in and out.  Appears to have a metal mounting bracket on the
side of it, but it's not mounted to anything. Anyone know what this is for?
Our wonderful Italian shop manual author wasn't really clear on <all> the
electronics.
