It's a way of getting a listing of everyone belonging to a particular digest 
list (the alfa digest, in this case). One is asking "Who is on this particular 
list?" There are some legitimate and useful reasons for having this ability 
and there's many more that aren't so nice.

As with all administrative requests, it should go to 
alfa-digest-request@domain.elided to be properly addressed by the system. I don't think sending it to 
alfa-digest@domain.elided does much other than make richard wary and upset.

I believe richard has this disabled for the AD and other groups on digest.net.
