What makes for a "low intertia" engine



Recently ran across the term "low inertia" to describe an engine that revs
freely and willingly.  I am reminded of other cars in my past such as a
Ferrari 250 GT and a 206 Dino that had that wonderful sound when I blipped the
throttle.

Certainly, inertia is resistance to change in static (or dynamic position).
So what is a low inertia engine design? Is it under square, a certain size to
weight ratio for rod, pistons, flywheel?  What currently available engines
would qualify?  I would be interested in the collected wisdom on the Digest.
By the way,  my 164 has the same free revving feel.
