Any idea what this is?

Hi, was poking around under the hood this afternoon and saw a pair of
black wires ending in some kind of small metal part with what looks like
some kind of rosin surrounding most of it just dangling free, here are a
couple pics:

Can anyone tell me what it might be, and if it is supposed to be
connected to something?
