What you need is the "Parker hand beading tool".  It comprises a set of
dies for "beading" various steel/brass/aluminum tubing diameters--one part
extends into the tubing and bears against a corresponding part outside.
Problem:  Parker quit making these shortly after WWII--they're a
sought-after item, particularly in the aircraft arena.  There are some
substitutes, though not as good (see Aircraft Spruce, for example). I don't
have one either--they go for $200 plus on eBay.  Best alternative I've come
up with is a flare as you mention, or fit the tubing to a barb via a flare
or compression-to-pipe thread connector.

ps--nobody responded to my question about Spica belt dryrot--assuming
minimal mileage, how long should the replacement interval be?
