rich, this may not really answer your question, but here goes anyway:
from the factory the window controls only operated with the key on. one of the first
modifications i had made to my GTV6 when it was bought new in 1983 was to have the
window controls modified to work with the ignition switch off. petei really likes this
function. FYI - when she took delivery of her 164 in 1992 she wanted the window
controls modified to be live all the time, but was told that this was not possible.

for me, it is obvious that the motor that operates the window will lower but not raise
it because much less power is required to lower the window than to raise it. clean
those switches and all the other electrical connections between them and the window
mechanism (that you can get to). a little white lithium grease on the pulley might also
be beneficial.
remember, as russ neely has pointed out, i'm a driver and NOT a mechanic...use my
advise at your own risk! :-)
