Yes, hit the center bolt of the puller with a hammer while it under load.
The additional shock is sometimes enough to break it free. However, it is a
good idea to leave the nut on loosely on the end of the shaft so as to
minimize the chance of damaging the threads on the end of the shaft.

Also, lift up on the steering wheel (I use my knees) while you hit the end of
the puller and keep checking to ensure the puller is still tight.
The loose nut idea will not only protect the threads, but will keep the
steering wheel from flying of and into your face once it does decide to come
loose.
How hard to hit the end of the puller??  Something like breaking bottles with
a rock.  Ya gotta hit it hard enough to do the job!
