re: why the second fuel pump

Sometime in 1976 Alfa changed to a top-feed fuel tank.  It was discovered that fuel starvation occured below half a tank and the cars supplied without pre-pumps were recalled and had the pumps put in them. In my experience, when a fuel guage sender tests as you have described, the windings on the rheostat portion of the sender have worn through and broken. Michael/APE
