No your abs is not bad.

Below is a link from the 164 FAQ a discussion of stiff brake pedal or Front brakes locking up. This information will help you fix your problem. Your ABS is not the cause do not disable it. You will still have the brake locking problem.

In the short term, use the brakes only when necessary. Down shift. Leave lots of space between yourself and the car in front of you. Time your coast down to a traffic light so it changes back to green and you don't have to touch the brakes. If you have to stop from a slow coast use the hand brake, it does not stir up the contaminated fluid. If you brakes begin to get stiff pull over and let them cool for a half hour.

We drove our 164 for a couple of days that way whilst at the AROC Santa Fe Convention a couple of years ago.
