There aren't any fuses in a '75 Spider that are larger than 16A, and I 
believe that one of those 16A fuses is in the wiper circuit (and all the 
rest are 8A).  It's time to start checking grounds, and wiring in general, 
in the circuit, and cleaning/lubrication of the wiper linkage.  There's 
also a distinct possibility that all those things are OK, and the motor 
itself is bad.  Is your alternator putting out all the voltage/current it 
should?  (As an aside, I've got a 65A alternator on my '74 Spider, and it 
significantly improved the operation of many electrical things, but most 
notably the wipers.)  I always like to start with the least expensive 
repairs and work my way uphill.  Then, there's always Rain-X.  Have you got 
that in Australia?
