Quite good ventilation can be had with judicious positioning of the other three windows.<g> Try passenger front side down just till the wind noise goes away and two rears about half way fiddle with the rear heights until the breeze swirls around you. Comfortable in all but the hottest weather and can be relatively noise free. Seriously!

As to making the window work, its an Alfa, first check the ground and next the switch.
