It's in hands of the transport committee right now.  It has to pass a
vote there before it gets moved to the Senate floor.  It's not on their
agenda for their next meeting (1 April), so it won't be voted on by the
committee before 15 April, at the earliest.

You can keep on top of this by looking at the history of the bill at
http://www.senate.ca.gov, and search for SB708.  The agenda and members
of the transport committee are also available on that site.
