Ed,

you could drive with a broken limit strap, but i wouldn't do it !

without it, your shock absorber < damper > will act as your
suspension rebound limiter.  if you hit a big pothole or dip
you run the risk of damaging your shock, or having the spring
go slack and fall out of its perch !
