Re: CA 708 to repeal 30 year exemption?

This bill has been introduced and read. This is not yet law, it's only
a bill. It can still be significantly amended or killed. The listed
author is Dean Florez, D-District 16 (Fresno and points south).
In short, it amends the 30-year rolling exemption so that, starting 1
Jan 2005, the exemption becomes 45 years instead. The start date gets
pushed back to 1960.
My opinion: California didn't introduce any regulation until 1965.
The rest of the statute sets testing procedures to use the test in force
when the car was built. Since there were no tests in force prior to
1965, any '65 or older car passes the test by default, no matter where
they set the date. They may amend this to 40 years or older (starting
the clock again at 1965). They may throw the whole thing out altogether.
I'm not a lawyer, or a legislator, or involved with the government in
any way...
