right. that wasn't so much a loophole as a deliberate rules decision
intended to encourage Dan Gurney's beloved stock blocks. the rule was
simply  not written correctly. nobody ever imagined how much money Roger
Penske could get Mercedes to cough up to build a trick motor to win Indy.
