I'm not sure on how to remove the black stuff but if you find white stuff
beneath the black be aware that it probably contains asbestos.

The car was undercoated, with a tar/black undercoating, many moons sometime

Doe you know how this can be removed. I am planning on removing the old
flaky
stuff and replacing it with new undercoating either oil spray or tar/black
stuff.

Any help would be greatly appreciated.
