Removal of Tar Type Undercoating

I am wondering if anyone can share your knowledge with me?

I am presently restoring a 1966 Duetto.
The car was undercoated, with a tar/black undercoating, many moons sometime
ago.

Doe you know how this can be removed. I am planning on removing the old flaky
stuff and replacing it with new undercoating either oil spray or tar/black
stuff.

Any help would be greatly appreciated.
