You're right about it being an ignition part. Jacobs made a system by that name in the early 90's, but it's been so long since I've seen one, I can't remember any details. A friend had one on a Jeep CJ7, and I think the system had a magnetic trigger in the distributor and it's own coil, too. Not sure how you'd fit one into the ignition on a 164, or if you'd want to. A Google search would probably result in some more useful info.

On my 164L, there is a strange black box - actually blue on aluminum - with "Omni Pak" on the top. It's mounted on the frame just below the driver-side headlight and is about 3 X 5 inches on the long side and 3 inches square on the small side. There are study looking black and red wires leading to nowhere as they are disconnect now. 'Anyone know what this is? I am guessing some sort of ignition booster. Curious after all the talk about Megasquirt, etc.
