The seal has enough tension to seal on an undesize crank.  Just grind the seal
surface undersize .010/.020 and put it back together.  If you're still worried,
shorten the garter spring a little.

I thought there was a repair technique that involved putting some kind
of sleeve over the affected area and then using an appropriately-sized
seal? Surely we have machine-shop mavens on the list who know more about
this than I do.
