It is, indeed, alcohol.  When you think about it for a while, you get the 
idea that alcohol is a remarkable fluid- oil and water don't mix, but water 
and alcohol mix freely, as does alcohol and gasoline.  Which means that 
alcohol lets water incorporate into the gasoline.

Mind you, lets not get extreme here, it's still only mayo....
