Giulia Super wipers

My wipers are very slow-inadequate for heavy rain.  They have two speeds,
and the 2nd speed is very slightly (barely perceptible) faster than the
first.  Was this the way they were designed?  Can anything be done?  I
wouldn't mind the slow speed if the 2nd were twice as fast!
