Terry,

I've had to replace this line twice. Once after the initial diagnosis and a
secon time because I used the wrong size hose that was too large and slipped
off its fitting. On the 164, there is only one hose internal to the tank
and mounted on the pump itself. Also, a break in this line may not be
evident unless you examine the line closely and bend it back /forth. Any
doubt - replace it. I would second Fred's suggestion of a pressure check
at the rail. Your symptoms could well point to this infamouse little 1.5
inch bandit. On reassembly, it's a good idea to replace the "O" rings on
the inlet and outlet fitting and be careful tha the gasket between pump and
tank is properly positioned.
