Can the offset of a wheel be increased a bit? By this I mean
resurfacing the mating surface of the wheel by a couple of
mm. This would bring the tire in a little, but what about the
strength of the wheel? And if so, could this be done with the
tire on the wheel?

Just thinking out loud.
