Only it doesn't.  You're quite free to own any car you want, so long as you meet the appropriate safety and emissions regulations.  The only thing that is limiting you is your desire and (presumably financial) ability to undertake to meet those regulations.

Fortunately, running out of oil will probably mean that we won't be able to poison the atmosphere to the extent that we asphyxiate ourselves ... )

One wonders what this ultra-liberal Democrat Congresswoman would say if 
someone pointed out that this law is VERY repressive. I.E. It limits my 
freedom to own the car I want therefore it opresses me.
