From your description of the problem (wet road, rain, etc) the first thing
that comes to my mind is to check the fuel pump and make sure it is running
(in case you don't know, it is on the underside, right rear, just in front
of the wheel.)  There are two electrical wires going to it, and if the
sealing boots have cracked the current may be shorting around the pump.
