Paul,
I just went through this and had the same question.  I believe that the 
split white plastic washers are there to keep the shocks from bottoming out 
on to the internal adjustment valve - therefore they go around the shaft of 
the shock and can sit up under the top of the shock mount.  The 
instructions are not very clear - Does this make any sense?
