Glad to hear that in some countries, at least, some judges are more 
interested in traffic conditions and actual JUSTICE than they are in 
revenue collecting. In the USA, of course, mitigating circumstances or 
incompetent driving on someone else's part are no excuse when a nice, 
healthy fine is at risk. Remember, traffic laws are enforced mostly as 
a state/local revenue source in this country. That's why we'll never 
see realistic speed limits on our open highways. By the way, what's a 
traffic tailback?
