I was going to just let this die, but...
The subject legislation proposes no behavior control. It sets up a
committee to study this question: how far can we practically, economically
reduce greenhouse gas emissions from motor vehicles? It goes on to
say that the committee should propose regulations to reduce greenhouse
gas emissions to that level.
In a nutshell, that's it. No prohibition of anything, no new regulations,
no effect on any Alfa Romeo cruising around on the streets of California.
In 2006, if and when the committee finishes its work, you *may* have
something to bitch about. Until then, keep driving.
