they're made by schroth. i'm not sure who current vendors in the US are,
but the homepage for the parent company is http://www.schroth.com/
they're probably preferable to regular belts, but are in no way a
substitute for a proper 5 or 6 point harness system. some (if not all)
versions are certified by the DOT for street use in the US.
