Louis, I would start with the relays. I'm pretty sure the AC has a relay.  I
think the owners manual has a description of the relays.  Many of the relays
are identical, so you can locate the AC relay, remove it and one that looks
just like it (check the part numbers, too), place the "other one" in the AC
relay spot and try the AC.  Just make sure the "test" relay is not for the
fuel injection or something the is required when the car is idling.  If your
compressor comes on, you know it is a bad relay.  Just order a new one.

 I have a 91 Spider Veloce, all AC components seem to be there, but when I
turn the AC knob, I don't feel the compressor kicks in. How do we test to see
if the compressor is still working and just need refrigerant?
