But my point was that due the limited nature of smog checks, and the fact
that they don't exist in many areas, the equipment on a given car is as
"used" as the car is, even if it was on that car when it left the factory.
In the interest of cleaner air, there's no reason why the owner of that car
(whether or not it fails a smog check) shouldn't be able to install a cat
from a lower-mileage example of the same car. Sure, there's no way to know
if it's actually good, but there's no way to make that determination about
the original one without Eric's $10,000 worth of testing. But if the used
one from the junkyard improves tailpipe emissions (whether it gets them
through a test, contributes to a $300 exemption, or just provides peace of
mind via less heat coming through the floor), isn't that in everyone's best
interest?
But then again, I would think that 3-point seatbelts, maximum bumper height
regulations, and modern headlights would be too, but I don't know as much
as the U.S.A. regulators.
