Milano Tach

Hi everyone, I have a question regarding the
tachometer in my 87 Milano. Sometimes it works fine,
and other times , it does not work properly. When it
is "not working", it reads 500 rpm at idle and never
goes past 1100 or 1200 rpm. If it works when I start
the car it stays working, likewise, if when I start
the car it does not work it will stay that way.
Any ideas would be appreciated,
