stainless rust question

Here's a question about stainless steel. I've noticed this on my 2000
Berlina, and on a friend's 2000 GTV, both of which have stainless bumpers,
right?  If you get a scuff or scratch on the surface of the stainless, rust
forms soon afterward in the scratched part.  Why is that?  Does that mean
the surface of the stainless trim is different from the inside?  I would
expect the metal to be the same all the way through.  And what can you do
about it?  Polish, then wax?  Thanks
