71 GTV Fuel Filler Boot

Help

I need to replace my dry rotted fuel filler rubber boot.  I find that
the PO has glued the gas tank to the flange in the trunk with some form
of caulk.  Is it possible to replace the boot without removing the
tank?  The tank wont budge.
