How To Find Previous Owner...

I have a question for the Digest: Is is possible to find out who the
previous owner of a car was? What info do you need?

To make a long story short I need to contact the previous owner of a car I
own to get some information and light a fire under the feet of the guy I
bought it from.

BTW, I'm in Washington State.
