Yes, POR-15 reacts to air. Unused amounts must be resealed very well. 

I buy mine from http://www.rustpaint.com (no connection, happy customer, no sales tax, good service, low shipping cost). 

Hint: Buy several of their starter kits if you are doing small jobs. It costs a bit more, but convenience and not worrying about preserving the ramaining part of a pint or quart is worth it (to me).
