Bushing Basics, Twist or Rotate?



This may seem like a really simple discussion, but I have always been a
little under-educated about suspension bushings.

First question. Are the outer and inner metal sleeves on a typical
suspension bushing held stationary while the rubber in between twists
with the up and down movement of the car? Or does the inner sleeve
rotate on the shaft or bolt as the car goes up and down?

Second question. How do polyurethan bushings work? Twist or Rotate? Are
they worth the money?
