I still have one of these.  It's really too bad a similar device
isn't available new, esp. considering the improvement in solid-state
accelerometers.

With the power off, you should be able to hear and feel the accelerometer
mechanism move as you "roll" and "pitch" the sensor box.  If you can't,
then it is, indeed, stuck.  Perhaps rapping on the case will free it.
I've never opened one, but I believe there aren't any springs inside,
but instead a pair of weighted arms and coils which, when energized,
damp the movement of the arms and provide the signal.

The display unit tries really hard to behave like a VCR, to the point 
that you must be "recording" before you'll see the display do anything.
It will either record 8 minutes of data then stop, or you can go into
a loop mode that keeps the last 8 minutes of data.  If you haven't
started recording, you won't see anything happen on the display.

There's a calibration procedure in the manual.  

Be warned, it's VERY tempting to watch the thing while driving.
