In California if you have a older car you will get a letter each year for
that car explaining the California program which pays you $500 to retire
the car from service. This is a voluntary system and is sure to get rid of
a lot of clunkers that will not pass smog. They require that the auto had
been licensed for the road the previous year so this is not a good way to
get rid of those old rusting hulks in the back yard.

There was the usual uproar when this plan went into effect. All of the old
classics will be crushed and the state is going after your old car. None of
which materialized and the whole matter seems rather quiet these days.
