failed smog :-(

So my '93 SV failed smog this time (it had to happen
sooner or later). The problem is excess hydrocarbons
at idle (it emits 124% of what is allowed). At 2500rpm
emissions are higher than the avg car, but not a problem.

Any ideas? The car has bosch FI. Can changing the plugs 
improve this?
