Spider TOP cables tension?

Hello all,
 The 2 tension cables on each side of the top, how would we adjust them. Mine are loose, do we really have to adjust these cable to have some type of tension? and how do we now when the tension is adequate before we break the top seams. I looked at the loose cable and I don't feel right, the top fit nice and all, I heard some flapping noise in the back while driving with the windows down. These cable's tension will fix the flapping of the side to the frame?
