Oh, but they can and they do.  There was an article in Sports Car Market a
few months ago about a Ferrari race car that was imported.  The owner spent
a long tims, and many thousands of dollars, to prove that it was a race car,
not a stret car.  I remember the article because some DOT bureaucrat came up
with a definition that a race car could not roll over a Coke can without
hitting it.

Do not believe that this is a sane or logical procedure.
