Rusty windshield theories

I attribute rust occurring on the windshield frame to clumsy windshield
repairs. With bonded in windshields it is necessary to cut the old
windshield bond (with a "cheese" wire usually) and if this is done
inexpertly the resulting surface of old bonding material has to be levelled
with hand tools. Inexpert wire cutting is followed by equally inexpert hand
shaping which scratches the paint finish, leading to rust.

The other common cause of paint damage in the windshield frame is stone
chipping at highway speeds. These chips often go unnoticed for many years,
another source of rust spotting.
