I've had very good results simply taking my cars to the local car wash and
spraying the wheels down with the selector in the "degreaser" position. 
Spray the wheels liberally, let stand for a few minutes, then rinse with
the high pressure rinse.  For me, this has gotten even horribly dirty
wheels bare-metal clean, and never damaged the aluminum, not even stained
it.
