Dave -

I believe those signs are directed exclusively to us "Flatlanders".  I 
believe that Port Washington, WI's principal source of revenue are traffic 
tickets issued to Illinois drivers coming home from a weekend at Road 
America.  Maybe if there were some points of interest, we wouldn't be in such 
a hurry to get through, eh?
