AROC-USA support for digest

some time ago, Bernie Zelazny and i worked out a deal for AROC-USA support
of the digest.

the banner on the web page has been there for a while, but i was just
reminded that i never added the AROC blurb to the regular posting.
the digest is indeed currently supported by AROC USA; my thanks to the
club for this.
