another dumb question

Okay, so here's another dumb (not directly Alfa, but it could
be) question. 

In Washington state: if you have a car and you manage to lose the title (I
mean physically you cannot find your record of it), is there a way to
obtain a new title for the car?

The car in question has been taken apart completely. It is now a
beatifully painted shell, not even a roller, so there's no question of
driving it over to the DMV to show them.

What can be done?
