crankshaft damper

Can anyone comment on why some 2000 engines have a two piece crank pulley
and some don't? Was there a rash of broken cranks? Is it better to use than
the one piece pulley? I have seen pulleys that have cracked in the seal area
, but never any broken cranks . The aftermarket for American cars are full
of dampers to "stabilize" cam & ignition timing . Is this real ? or just
more BS----Roy
